This game has gone for to long without him not even having an EX while other characters like Gau get there EX weapon and be lvl 70 on day one witch is stupid at this point and lost chapter characters get it when events for them come out when they return but snow and many around his time should of been updated already when he has been one of the earliest lost chapter characters in this game it can,t be that hard to already make him an ex weapon with "sovereign fist"

英語ちょっと雑ですね。
Snow will probably get his EX and rework with Cinque's Lost Chapter. The devs have their own plans for the game, they've been pretty consistent with making crappy characters relevant once they've been reworked (eg. King, Irvine). Snow isn't even the oldest or shittiest in the roster (because Cater exists) so just be patient, Snow will get his time in the limelight eventually.
